Outlook 03 sp2, How to fire NewMail or AddItem?

I feel really stupid.
I have some code that used to run on Outlook 03 a couple years ago.
It would fire when i got a new email.

I can't seem to get anything to fire.

Can someone give me the basics of capturing a NewMail event?
