Outlining Text - HELP

Hey there. I need help on outling text..like putting a black line around a white text. I have paint shop pro 8 so could someone please help me out? I just can't figure it out! Here's a link to what a want the text to look like...
Please HELP me!

The page above comes up as unavailable but I would create some text with the background colour as black and the foreground colour as (say) Red (or vice versa, I don't have PSP open at the moment). This should give you red text with a black outline.

Before you apply the font to your project. Just clik the effects tab at the top along the tool bar. Go to the 3d effects~drop shadow. Set the vertical an horizontal to the width of the shadow you desire. you can also blur the font by adjusting the blur as well as the opacity for the shadow. Once you do that just click apply. Then drag the font you applied around until you find where you want to go. Then just slick the seletion tab an select none. Thats it.
 
PSP-8, -9 & PRo X set Stroke Width to 1, foreground black, background white.
