Outgoing needs to be blocked

I have nortel 61c in my site and by default STD mobile calls are going through from all the etensions. Though I have configured Ncos 1 which is allowed to have only local and internal calling facility. How do i block this? I have checked the FRL mapping in outgoing route.
Its mapped as 0-0,1-1,2-2,3-3,4-4,5-5,6-6,7-7.could you please tell me what needs to be done, so the phonesets are to be restricted to STD mobile calls.

NCOS - configured against the set in LD 10 & 11
NCTL - NCOS-FRL config in LD 87 (Usually straight through 0-0 1-1 2-2 etc.)
RDB - FRL-FCR config in LD 16 (As you say straight through 0-0 1-1 2-2 etc.)
FCR - barring tables config in LD 49

when configuring in LD 49 is all is straight through and NCOS is say 1 for example

ALOW <digits you wish to dial over the trunk>

example might be to allow emergency and freephone

Thanks for you reply and I found that only the STD calls with mobile numbers starting with 9 is going.
Any possibility to block this, because we have both local and STD cellphone numbers starting with 9xxxxx...

so in the FCR you can do this for example

CRNO 1
INIT DENY
ALOW 9
DENY 925
 
The only other thing I can think of is pick out the digits that you block in routing and send them to an RLI and put FCR 2 against the entry for PSTN (Blocks calls less than NCOS 2)
