Outgoing line preference on analog phone

Hi,
Forgive me, most of my career has been working on Nortel and Avaya PBX's, however, one of my clients has a Panasonic TDA50 and I am struggling with what I normally see as a simple task.
I have installed an analog conference phone and want it to get intercom dial tone when off hook and use 9 for CO calls.
How is this done on this system?

It has to be connect to a slt port. Either centre pairs of a dhlc card or on a slt card. It should give intercom tone as default and 9 is the default to access co. If they use line keys it could be a co not connected and the port is not disabled giving a blank co.
 
Like OBT said, by default it will work the way you want it. What's happening now?
