Outgoing dialing

How would I configure the system to convert a 4digit internally dialled number to dial a 800 number. Example:

Internal user dials XXXX to 800-XXX-XXXX.
 
Build it as either a phantom and direct call forward it.

Or...

Build it as an acdn (ld 23) and night call forward it to 9+ the 800 #.
 
Thanks, do you know how to check which loops has been setup for Phantom TN's
 
Below is my printout. Loop 116 is my phantom loop. Other loops are virtual loops.

Its Loop 116.

In LD 20, if you do

LUVU
type = 500

and look for any vacant TNs in 116. If there are none, then have a look about what is programmed, then configure a new phantom on the next "available card".
