Outgoing Calls on a PRI

Merlin Magix R.4 system with a PRI card for DID usage. I have programed Pool 70 to also grab from the PRI to make outgoing calls.
One user (not all users) is complaining intermitantly when he makes outgoing calls by dialing 9 to grab dial tone, he dials the phone number then gets a busy signal. My first thought was that it is a CLEC issue, but if that is the case I thought all users would experiance the same problem. Any thoughts?
 
Check the FRL of his phone. It may be set too low to use the pool 70. Check the ARS tables to see what the Pool FRL's are.

Facility Restriction Level:
Print out ARS Table to see how outbound calls are routed.
Go to : Sys Program > Extensions > ARS Restrict> enter extension, and check the individual FRL for the extension in question. If the FRL for that extension is equal to or higher than the ARS route, it goes out, if not, it doesn't. Fix it by changing the FRL for the extension. 3 is the default.

Would that setting (ARS Restriction)cause intermitant problems. Sounds to me like outgoing calls would work or not work on that extension period. Thanks!
 
If that's the case, then it sounds like the trunks are intermittently used up, but it also sounds like that phone is using a different set of outbound trunks than the others. Sometimes the trunks are available, and sometimes they are not.

I'll ckeck the ARS! He's able to get dial tone everytime it's after the phone number is dialed that he gets the busy signal. So that rules out the outgoing trunks being busy. For what it's worth, he says he's calling big companies so he thinks there numbers are not busy. It's a tuff one.
 
As Pep suggests, print and post the ARS and more eyes can verify what's up.
 
Are they international numbers?
