Two things I know, but don't tknow if this is your problem.

You have to have a full 10-digit number in your subscriber ID, (I'm going to reverse these 2 I just know it) Type of Number (TON) should be national, and dialing plan should be ISDN (on the Basic3 Screen of asst).

Your carrier has to have support for that in the line setup.

If you do not have a 10-digit number in your subscriber ID the system will send out the SPID (Pilot Number), and also if you have a 10-digit subscriber ID that is not a DID on *THAT* PRI it will send out the SPID. I don't know how the scammers do it - must be something to do with SIP, but I can mask the caller-id on my phones as much as I want (Say an MD's office displays the main number for the clinic instead of their provate office number) as long as the number you are using is provisioned on that PRI. If you just put in the 4-digit extension number of the phone in subscriber ID it will not work (I do that with my non-DID numbers).

My gut feeling is either the provider doesn't care or the regulations that apply to traditional circuits haven't been amended for SIP. It would be relatively trivial for them to look at the PAI or invite and rewrite the number if it is not in the range for the circuit.

The FCC has legislation under construction, with the help of the carriers and providers, to provide number validation by the end of this year I think. Then who knows how long it will take to roll out. My *basic" understanding of the planned process (for SIP, I believe) is that when a call is set up to go out a transmission key will be created to validate the sender's number, and then there will be some kind of "clearig house" that gets that key, verifies the sender that is setting up the call is authorized to send out that number, and then sends back either some kind of response key or allow/deny type of response. I'm not sure if I got that from Sans NewsBytes, or one of the publications I never should have asked for because they incessantly spam me, warning PBX owners and local carriers the new rules are coming soon. The intent is to make it next to impossible to spoof numbers.
