I think you are asking how to make the Partner phone connect to Internal Dial Tone when lifting the handset, and Outside Dial Tone when dialing 9?
Set the "Auto Line Select" for the extension for Intercom, and then the lines. From Ext. 10 or 11, press Feature, and Dial 00. Press the Left Hand Intercom button twice. Press the Right Hand Intercom button once. Dial the extension number of the phone you want to change. Dial **. Press the Left Hand Intercom button, then press each of the lines once, in the order that you want them to be accessed after dialining the 9. Dial **, press Feature, dial 00
