outgoing call restrictions

Hi all,
I have an issue where an extension (23) is not able to make outside calls except toll free calls.
I have went into programming and confirmed that #302 for extension 23 has no restrictions for each line.
I have also checked #401 and it shows that there are not any restrictions.
Am I missing something?
is there another programming code I should be looking at?

there was a disallowed allowed list assigned to this extension.
Removed and all is working perfectly.
