outgoing 0,00.011 calls get fast busy

I have an OPT 11 mini with a PRI from a Bell carrier. The card is a TMDI card with D channel. I cannot process calls to 0, 00 or 011 throught the SPN table. I ran into this before and can't recall the fix, but it had something to do with putting a DMI entry into the RLI and setting the call type to UKWN or NCHG. I have tried that and I still get a fast busy when the call times out. When I turn on the d channel monitor, I get the following message:

I don't know if this will post properly but here it goes.

0 should go to your operator in house don't know why that wouldnt work.00 should go to your carrier operator you may need to contact them sometimes it may be blocked by them
also 011 may be blocked.

post your DMI,RLB,RDB also check your restrictions on your set for 011

To further clarify my previous post. I am trying to dial 9+0, 9+00, 9+011. All are in the bars table as SPN's pointing to RLI 0. RLI 0 has 1 entry and that is route 0 with a DMI table of 10, which does nothing but has the call type set as NPA. I did not program this arrangement but came in after the fact to do some training on OTM. The customer has evidently never been able to dial the abouve arrangements. The original settings had the call type as set to NPA, I have used every call type combo BUT INTL, so I will try that next. 9+0 should go to the local LEC operator, and 9+00 should go to the ld operator, which in this case is the local carrier. I hope this clarifies the issue.
