Outer Joins?

I am having trouble getting the tables linked correctly. I am using a pervasive 2000 data source crystal reports 8.0.
My Tables
OEORDLIN (Left outer join to iminvloc)
IMINVLOC

OEORDHDR (tried both left outer join and equal join)

I want all records in the iminvloc file to show, when i use just the top two tables thats what I get.

As soon as I add OEORDHDR and set a selection criteria I only get the records of OEORDLIN.

Any help would be appreciated
