Yes, if you have VM Pro. There is an action called 'Play Configuration Menu'. Option 9 on that menu is 'Voicemail Callback Number'. Selecting this option and just hitting the # key in lieu of actually entering a number will set the outcalling number to a blank entry - which turns it off. There may be another way to get to this same result, but this works great for me. Hope that helps.
Oh - I failed to mention that what I normally do is make an option off of the auto attendant of *??? that points to the 'Play Configuration Menu' action. Then users can just dial * and their extension off of the auto attendant to get to it.
