Outcalling to cell phones on Octel 250

Being very new to Octel I have been looking over a bunch of these threads to try and find my answer, but haven't yet so I thought I would ask.

I would like to be able to leave a message on a voicemail box which after left will notify a cell phone that there is a message and give them the option to retrieve it. Is this possible?

Also where can I find the software load on my Octel?

the feature is called outcalling and the system will dial the cell number and then you can enter your password and be in your mailbox. You must make sure the COS will allow the outcalling and then the user must enter the number using personal options and then turn it on.
