Outcalling disabling itself

I've setup outcalling to a users' pager. It worked fine for about two weeks, but today the user called and said it stopped working. Went into MerMail and saw that it was disabled, re-enabled and then a little while ago, the user called again and said it's not working. Checked again and the same thing, it's disabled. What could be causing the outcalling to disable itself? Thanks In Advance.
