Outbound Transfer Not working

I have done this a few times successfully, and I now have a bit of amnesia!! I have BCM50 2.0 with the latest patch smart update installed. I have PRI, and the call pilot voicemail is set to route. Enable redirect under the set capabilities is checked also. I can dial 0 for operator just fine, but when I dial 7 to transfer to his cel number it goes to a command information message. I used the web interface for mailbox manager to set up outbound transfer. I checked the radio button, and put the cell number with 9 and without it and it does not work. Am I missing anything? I even tried to set a line and picked his target line, no luck.
 
Have you made sure all your call pilot ports have access to your PRI? It could be the problem.
 
Check Class of service properties in the VM admin.Is allow redirect checked and COS enabled.
