Outbound ringing delay across BCM network

I have 4 BCM 50s setting as remotes in a network. I have a BCM 400 acting as host. The 400 has a PRI that the remotes use to make all outbound calls except for 911. When you dial the access code and a local number from a remote, there is a huge delay before the number rings. I assume it's because of the enbloc dialing. When I insert a # at the end of the dialing string, it shortens the delay to about 4 or 5 seconds. Is there something else I could do to shorten the delay?
 
Check the public DN prefixes - if you're sending 9+ number, build a prefix 91 with a length of 12. You will probably also need to define other lengths for local numbers, such as 92 with a length of 8. Sounds like the system is looking for more digits until it hits the dialing timeout and sends the call.
