Outbound email blocked

Okay, this has been bugging me for awhile. I am running 6.5 with the latest patches. There are two places that I am aware of that allow you to restrict the size of outbound mail from the GWIA.
1. From ConsoleOne go to domain object/internet object/properties go to Access Control tab/outbound tab check box and set limit
2. From ConsoleOne go to domain object/Tools/client options/send set limit gobally and lock.

I have both of these options unchecked with no limit set. Tell me why when I go to the GWIA console on the server it shows that messages are being blocked outbound due to size?
There are no third party filters in place either.

It could be the recipient that is blocking the messages. If that is the case, you have no control over it.
 
Yes, but it shouldn't appear in the gwia console should it? If that were the case there would be more than just a few.

Well, it will show up in the GWIA console because the gwia is communicating with the recipient systems when trying to send messages. The recipient systems will report certain info to the sender, and some of it you can see on the GWIA.

If nothing else, you should make sure that you have Verbose logging enabled on the GWIA, and then review the details of the log file for messages that are being sent. This should give you a better idea of what is happening.
