Outbound calls work for some, not all 3

Opt11 4.5 DID range 3100 - 3199
Phones programmed with extensions inside DID range cannot make outbound calls. Returns fast busy tone. D-Channel message shows call rejected.
Phones programmed outside of this range can call out without problems
I can program a phone with 31xx and call fails, change key 0 to 32xx and success. D-Channel message shows call processed.
Same phone same TGAR and NCOS. Same with local and LD calls.
I am at a loss guys. All help is appreciated and i am feeling generous with stars...

The carrier is blocking it because they don't know your DID range.

But then how can i call out successfully when i change the extension to 32xx?

I have seen this problem before. If you are sending out the DID number in the CLID table this is the result you will see if the carrier doesn't recognize the phone number that hit their network. I bet your CLID table is set to DIDN=Yes.

So when you print out the phone it is set to CLID entry 0?

Very strange indeed. Not sure what else it could be. I sure thought it was the CLID table. Maybe someone else will chime in with another solution.
 
what happens when you call those DID numbers now, do they come into your PBX? (if you call from a 1FL or cellphone)

Yes, all DIDs come into the system and route correctly.

ok, so change their CLID to an entry that has DID yes instead of no to see what happens, reject message from CO has probably some info.

This has got to be some how Carrier Related to those numbers. The PBX doesn't care what the ext # is and if all that is changing is key 0 then I don't see how it could be any thing other than the CLID entry and the carrier not accepting the call.
 
changing to DID yes did not fix the issue either...
i might pull my hair out on this one, but i dont have much left...

if the DID works on the inbound and not on the outbound..... ??!?! i can see why you are stumped.

were there any changes? modifications? is this a new added range of numbers? are these IP phones or digital?

are the same routes used for the outbound call?

is this a single DCH pri or does it have a backkup and which is running (primary or backup)

all things considered, if the CO rejects the call from that range i would ask them why?

sucks to have last minute stuff go wrong. but your problem is opposite of what i'm used to! when we move a customer PRI, the Translations group always leaves out a few one off numbers from the DID range, so the inbound DID does not work.....

your scenario doesn't make sense, very frustrating.

after poking and prodding through different "long-shot" ideas i now have a breakdown like this...
(all phones have same TGAR and same NCOS same CLID table)
