Outbound calls silent before connection

We have an IP Office small community network, hub and spoke with a 406 @ the core with a PRI (local telco, b8zs, esf)and fiber-connected 403's, 412, and 401. Some calls made from the remotes connect OK but do not audibly ring. The call status shows "ringing" but we cannot hear it.

Shortcodes as follows:

Remote site
[9]xxxxxxx and [9]1xxxxxxxxxx
9N 91N
52 (VOIP trunk) 52

Core site w/ PRI

[9]xxxxxxx [9]1xxxxxxxxxx

5 (PRI group) 5

silence supppression is UNchecked on the VOIP trunks
 
Found it.

Local tones were unchecked on the IP trunk VOIP tab. Once checked, things sounded fine.
 
I have the same problem with a 406 and and 403 on the same lan with a voip to pri connection. Same short codes as previouus jtierney post. Checking the "local tones" checkbox on both ends of my voip line did not fix the silence before connection problem. Any other suggestions?
 
You may have to adjust the dial count settings in the system form.This problem seems to appear in SCN enviroment
