Outbound calls not going through.

Not real familliar with Legend systems but here is what the problem is. Ongoing problem with calls not going through on the first attempt making outgoing calls. They receive dead air. When they hang up and try again the call goes through.
 
You want to check the trunk members in the outgoing pool group. The system is most likely picking up a line that has no dial tone.
Need more info before going any further... what type of trunks? do you know if they use more than one pool?
 
As noted above - when a system is first setup - it assumes all available line ports are plugged in and are active. You have to manually remove line ports that are not being used. For example, if you have three 408 MLX cards in your system and set the system up for Hybrid/PBX mode - the system will place lines 801 thru 812 in Pool 70 (the default pool). The lines will be chosen in a circular hunt manner every time an outside line is requested. If you only have four active Telco lines (801-804) - once the circular hunt moves to lines 805 thru 812 - you will get dead air - until the hunt group moves back to 801. In the above example - you need to remove the "dead" lines (805 thru 812) from Pool 70.

By the same token, you may also have one or more defective lines. When you get the "dead air" notice what the line number is on the phone's display and make note of it. Then cycle thru the rest of your lines to find any others that may have a problem. Next you can troubleshoot the ones that don't work and go from there.

You can also check the ERROR LOG for any alarms related to malfunctioning line ports in the sysytem that may support what is happening.
