Outbound Caller ID

We have 2 trunks, one is trunk type CBC the other Public Network. Both ISDN.
When sending calls out on the CBC trunk, the Public Unknown Numbering table works fine. When sending a call out on the Public Network trunk, it does not.
Is the issue the trunk type, or am I overlooking something else? Also, what is the reprecussion for changing the trunk type? Thanks!
