outbound caller id over CCIS

9100 ccis. Got a remote site that I am forwarding a vrt ext to a cell phone. Main site has the trunks (pri). We have control over outbound caller id.
calling the ext that is forwarded from another ext works fine. The correct caller id shows up. But if an outside caller calls in directly to that ext, when it forwards it doesn't show the caller id I have assigned 21-13. It is showing the default carrier number for the main site.
I have tried a lot of things, but nothing has worked. Just curious what some of you guys might think.
 
Some carriers do not allow pass through. You need to check with them.
