Out of Office replies

Using Exchange 2007 sp1 and Outlook 2007 sp2.
I have turned off the out of office assistant on a mailbox yet when a mail is sent to the address, the sender still receives the out of office reply.
If I change the message, the original text is received by the sender.
Have tried turning off both from within the client and from owa.
Can turn off oooa on another mailbox OK so the problem is specific to 1 mailbox.
 
Sounds like a corrupt rule somewhere.

Use MAPI Editor / MDBVU32 to look at the hidden rule within the mailbox and delete if necessary.

no rule was present. I even deleted the user account and setup fresh and problem persisted. They are using pop connectors and turns out there was a rule on the isp mailbox.
