OUT OF OFFICE NOT WORKING!!!!

I am using the exchange (2003) server as storage only. All the users download their emails on their desktop (outlook 2003) and push them to their mailbox on the exchange server. The out of office works internally since they are using the exchange server to email each other internally. When people on the outside emails them, the out of office is not working.

Any suggestions?

Yes, out of office and allow automatic reply are checked. But it is still not working.
