Out of office in Outlook 2003

I am having a problem with one my users.
He is getting a message
"Changes to the rule could not be saved. There is not enough memory or the rules are too complex. Try deleting some rules"

The only rrule he has set is one for forwarding all messages to a collegue when outof office is on.

Any ideas why this happening!

His machine has 512mb of Ram!

check with the network admin to see if the exchange server is setup for forwarding.
