Out of Office Assistant Unavailable

I am trying to utilize my Out of Office Assistant through Outlook 2003 and it is telling me that the command is unavailable. It also says to refer to the program documentation on how to use this ext. I have tried repairing and reinstalling the Office Suite, and I have had no luck with fixing the problem. I also tried recreating the profile and no change.
 
Microsoft's solution for the problem is to edit the registry key named resilence, but I do not have that reg on this machine.
 
Do you have an Exchange server? The OOA, is only available with Exchange.
 
We had a simlar problem with our Exchange 2000 Server.
Basically, the OOA is a server based rule and it had to be repaired/reinstalled at the server end. Not sure what it entaied but for us it was a server end issue not a client one.
Do other Exchange users see the same problem as you or is is just you ?
