It would be easier to use a customer service telephone that has no keypad (try a google search for dallas delta). Or you could just mod the keypad of a standard phone. Trying to prevent all dialling including internal would be problematic by programming! That said Are there any concerns about being able to call emergency services?

yes thank you.. we do that accorodingly ie the telephone with no keypad

thank u

Another way is to asign the extension as a hotline to another extension that is not used

Easy ,assign the phone into a different tenant ( like tn05)
1204>ext:05

Then for tn 05 assign a different numbering plan
29>05:712

Then dont assign anything to the numbering plan
202>0:NONE
|| ||
202>9:NONE

The extension can be rung , but cannot call anything
