Out Calling for Partner Mail VS Rel 3 1

I am reposting this. I can not seem to activate Out Calling for this Partner Mail VS Rel 3.

When I enter System Manager which is MB 99 then PW it gives me LANGUAGE-1, AUTOMATED ATTENDANT-3, MAILBOXES-4, LINE OWNERSHIP-6 and that is all the options available. No OUT CALLING

Is this just not available on this version?

Did you try reading the manual or using Google to find an answer?

The very first point on Google will give you the answer btw.
If I come over as rude forgive me it is late it is not meant that way but "Google before you post" is always a good thing to do.
