Oultlook Express-Can't receive mail

I'm probably my own worse enemy but somehow I've screwed up my E-mail and need some help. I'm unable to receive (download) E-mails (Using Outlook Express) but have no problems sending outgoing E-mail and no problem with normal internet. Whenever I try to "receive" I get a error message from OE. I've checked the "account" settings in OE and they appear to be correct. Are there other OE settings that might prevent me from receiving email? Any sugestions?
 
I would first start out by deleting the account in OE and recreating it. If the problem still persists from there, let us know.

Also, make sure your firewall(if any)is not blocking you from recieving mail.

The OE error message was pretty generic - [An error occured when attempting to recieve emails, check with your service provider to see if you paid your bill] or something to that extent. The error message came from OE and not the firewall software.

The firewall however, may be responsible. I've looked at the firewall settings and they seemed OK but I remember having some difficulty with installation of the firewall software. It initially crashed the system. I think I need to have a careful look at the firewall- Delete and Reinstall the firewall. It would make sense that it might affect incomming E-mails but not outgoing. Thanks
