OTM Telecom Billing System won't open

Help! We have Optivity with an 81C, a 61C, and an 11C configured. We have always been able to run reports on any of the sites but now I can't run them on the 81C location. The Telecom Billing System opens for the other two sites no problem and acts like it will open on the 81C site but never does. Has anyone ever seen this before?

Forgot to mention, we are running TM 2.20...
