OTM error 1

I am having the following OTM error in my backup. I thought the idea behind OTM was, it had to wait for open files. Why is the following error and what should I do?

from client mofa_02: ERR - OTM Error while reading file: D:\DATA\DATA\ddd.shs

OTM Error:0xe0001005 indicates the Open Transaction Manager (OTM) cache file is full.

Try one of the following:

1. Modify OTM.
Increase the cache file size "Cache_Size_Max".
Using 0 allows OTM to dynamically allocate space.

2. Run the process (backup job) when fewer users or processes are accessing files.

3. Purge salvagable volume space to open up more volume space.

Just because the Veritas documentation states a certain thing does not make it a fact

Just beware of the max cache file size with OTM because it will grow and may not delete and clean up after itself so you can possibly end up with a 100% full drive
