Other User's Folders being opened...

Exchange 2003 SP2, Windows 2000 SP4 Server, not DC or GC.

Users are able to open other user's folders without permission. What permission needs to be set to deny or what needs to be removed to make this action not possible?

Authenticated Users Group has full mailbox access, could that be my problem?

Where, on the mailbox itself or in System manager, Org, Server, Mailbox Store, properties, Security?
 
I selected the Servername and selected properties. Set Authenticated users to Read. At the mailbox level below, it still has Authenticated Users with Full Control. Should I match the permissions at the servername level on the mailbox level below?
 
Set it to overwrite at the top level then refresh and you should see that property changes.
