Using Modular Messaging, user deletes a message, hangs up, and of course, the message is not retrievable by them. But, doesn't that voice file remain stored on the MSS somewhere still, and isn't it retrievable via some backup commands?

the message should still be in the offline store but i think it is encrypted so you can't play the message. If they need to hear it then you can pull the Private lan cable from the mss and have them log into the mailbox. You will not be able to do anything but hear it but it may be better than nothing

So, perhaps if someone had to use the voice mail in a legal proceeding, they would have to use your prescribed retrieval method, and record it with a hand-held device. Interesting. I thank you for the response!

You may need to check to make sure your system is setup to use offline and that the users can access it with the TUI. Also what the retention period is to keep the messages in the offline store.
