OSX toolbar font?

I'd like to make the toolbar font (Apple, Explorer, File, Edit, etc.) smaller in Panther using TinkerTool, but I'm not sure which font section it would be: System, System (Headlines), Application, Fixed-Pitch, Messages, Labels, Help Tags, Window Title Bars, or Utility Window Title Bars.

Anyone have a guess? ;)
