I assume you are referring to OS/2, IBM's 32 bit GUI OS for intel machines.
OS/2 was initially a combined effort by IBM and Microsoft to create a stable 32 bit GUI driven OS, Microsoft later pulled out and created NT instead.
I doubt if you will find the OS as a free download anywhere, and software for it is far and few inbetween. Not a bad OS, just a pity it never really took off. It seems to have found a bit of a foothold in Europe years ago, but as to the extend of usage lately I could not tell you.
