Original message won't include in Replies

Someone I am corresponding with is having a problem with their Outlook Express 6.0, in that whenever they reply to my email, my original text is never included.

I had them check their Options to ensure there is a check in "Include Message in Reply", and there is.

I also confirmed they are indeed using Reply To, and not creating a new message every time.

This has me scratching my head... any ideas?
