Test1 (Non Parameter report):
1)CMC - Use original database logon information from the report - report containing no parameter(s), data displays on report correctly.
2)CMC - Use custom database logon information specified here - report containing no parameter(s), data displays on report correctly.

Test2 (Parameter report):
1)CMC - Use original database logon information from the report - report containing 1 string parameter, data displays on report for parameter correctly.
2)CMC - Use custom database logon information specified here - report containing 1 parameter, the value of the parameter does not appear on the report until the parameter value is entered in 3 times, on the third time only the parameter value will appear on the report.

I am a little confused by what you are asking for.

"CMC - Use custom database logon information specified here - report containing 1 parameter, the value of the parameter does not appear on the report until the parameter value is entered in 3 times, on the third time only the parameter value will appear on the report."

If you are being asked for the parameter 3 times, what field are you tying this parameter too? Is there some restriction for that user on that parameter based off of a Biz View or security table?

Thanks so much!

No when you refresh the report 3 times by clicking on the thunder bolt, each time you are prompted to enter in a parameter..
