Organizing Quick Launch bar in Windows 2000

The windows 2000 quick launch bar re-arranges itself every time the O/S is rebooted regardless of how you placed the items in there. What registry change or other change can be done to prevent windows from doing doing this?

It must be yoiur config, as my W2K never did this. Policies maybe?
