Organize Favorites in IE-6

Greetings,
Is there a way to truely organize your bookmarks in the favorites menu.
I know there is an organize option offered there but it seems to be rather unstabe and have a mind of it's own because no matter how many times I attempt to put them into the order I desire it sooner or latter does it's own thing.
I have tried to do this from windows exlorer to no avail.

Without using folders to organize the links, your choices are basically alphabetical, or by order added. The organize function is really intended to allow organization by folders; not just rearanging the order of the links.

click on favorites, when they display, right click on the list, click sort by name. otherwise, they will appear in the order of entry.
 
In IE look at your favorites, click and then drag and drop where you want them. Or am I misunderstanding what you're trying to do?
