Is it possible to "tell" crystal reports which sub report should be displayed first depending on the data being produced.
Current my sub reports are in similar group headers: group header 2a, 2b, 2c etc.
I want to re-order (sort) them based on a formula??
Meaning it could be 2b,2c,2a,2d or 2c,2b,2d,2a..

The only way I see it is by suppressing the sub reports based on a formula. I would then have several copies of each sub report in my report - in different order of course..

You've already answered your own question, there is no way to move subreports around the main report so you're left with multiple reports and suppression rules
