Orange border on toolbar

Suddenly there is an Orange border on my toolbar and it nolonger hides. I'm really curious where the orange border came from and if this is its intended use.

never heard of this symptom at all...

hmmm... what perhaps you have something installed that is changing the GUI of WINDOWS? LINUX? AmigaOS? LION OS?

or you have something installed that you do not really want, e.g. malware... in that case run your installed AV, and depending on the OS in use dedicated AntiMalware programs...

btw. this is actually the wrong forum to ask, since this forum is for hardware peripherials, e.g. printer, external HDD's, etc.

Did it get locked and the orange border is an indicator from the theme being used? BTW what toolbar,for which application?
