Oracle9iAS caching

Is there a way to handle Database caching in the Oracle9i Application Server release 2 version 9.0.3? We are having very poor performance in our Database so we are attempting to cache the dynamic transactional data into our Middle-tier to reduce the number of Database trips we have in our application. Our application is running as a Java Client so Web Cache does not seem to be a good answer for this question. AQ (Advanced Queing) uses the database for the queue which is not really an option for us. Any ideas would be greatly appreciated.
