oracle standby database help

I am a junior DBA here in Edmonton,Alberta. Firstly can you tell me if OEM can build a standby database for you. Secondly, when I am trying to implement a standby database. When I enter the command 'alter database create standby controlfile as' I am getting an error of ora-01580,ora-27040,osd-04002. Any help??
