Oracle services not installed

I built a Windows 2003 Server with SP1 and all the latest patches and turned it over to one of our DB admins to use for an Oracle server. She installed Oracle 10g, rel. 2, but the Oracle services were not installed even though she is a local admin of that machine. I made her a Domain Admin, and she reinstalled Oracle again, but the services were still not created. I don't see any errors in any of the event logs.

Any ideas why it did not install services and how to correct the problem?

Do you know if someone has run the "oradim" program from your Windows o/s command prompt? That program creates the services for an Oracle database on Windows. If you type "oradim" at the command prompt, it will display the options available to you.
