Oracle Reports header for delimited report

I'm creating a report with many columns and trying to avoid creating a header from scratch. Used the report wizard. Header gets created as a frame. No matter what configuration I try to use for the layout, the header values do not appear as a header, rather as values in columns for EACH record. Any ideas?
