Oracle jinitiator

I want to have a page on one IIS box to check the local machine for jinitiator installation (8.5Mb) and download and install if not on the local machine. Once downloaded or if present I want to then redirect to another machine running the actual Oracle Apps. I have tried having a link to click on but it does not download (stalls). Any pointers to getting this sorted would be appreciated.
