Typically if you get an ORA-1034 when connecting, the database is not started/open and the user you are connecting as does not have the privileges to start the database. This would require that the connection was successful for Oracle to return the ORA-1034.
What is the value of the column STATUS in V$INSTANCE? Make sure that you are connected to the correct instance spelling.
