Yes. As the name implies, it is an application that allows you to specify a Graphical User Interface (GUI) for your database application.
Oracle*Forms provides for creating regions on your application screen for such representations as Master/Detail data presentations. A typical presentation would be Invoicing, which has Customer information on Invoices that contain Line Items of Products with quantities and unit prices, et cetera.
