From our good friends at Oracle (via Metalink):

Error: ORA 6563
Text: top level procedure or function specified, cannot have subparts
-------------------------------------------------------------------------------
Cause: The name to be resolved was specified with three parts, a.b.c, but the
a.b part resolves to a top level procedure or function that does not
have nested procedures.
This can also happen with a two-part name, a.b, where a is a synonym
for a top level package or procedure.
Action: Specify a procedure or function within a package or a top level
procedure or function.

Tou can find what oracle errors are by using the command : oerr
syntax : oerr ORA ???? (ORA being the prefix of the error and ???? the number of the error)
You will have to do this on the server that has oracle installed on.

And the server can't be on NT. oerr works on Unix; however, I don't know if this works on any other O/Ss.
