Oracle Connection Irregularities

I have a funny Oracle problem thats been in place for around three weeks.

Basically, if I restart the Oracle TNS Listener Service on the server I can connect no problem .

When the next connection comes in (any PC) it doesnt connect although in the listener.log file the connection information is logged succesfully.

I then restart the listener service again and any pc can connect once again.

Any ideas would be greatly received

 
This means that listener accepts a conection but interaction between server process and client fails. What error does client get? What is in alert.log? Any trace files on server?

The number of possible reasons is uncountable: network errors, version mismatch, OS-level errors etc.
